Moreland University: Washington D.C Certification Guide
In this article, we cover licensure requirements for Washington, D.C., which issues a 4-year renewable Standard License ($50) through the OSSE/ECIS portal. Candidates need official transcripts, Praxis exams, an FBI background check, and a signed F-1 In-State Program Completion Verification Form.
Items Needed for Application
- Official Bachelor's Transcript
- Transcript Evaluation (for international degrees only)
- Official Moreland Transcript (via Parchment)
- Official Praxis Test Scores
- FBI Background Check Report
- Signed F-1 Program Completion Verification Form (must have SSN or ECIS number on the platform to obtain this)
Transcripts
Provide an official bachelor's transcript from a USDE-accredited institution. International degrees require a course-by-course evaluation from an NACES or AICE agency (check your platform file box first).
Order your official Moreland transcript through Parchment. Order a copy for yourself and use that file in your application.
Pass the Praxis Exams
Three exams are required. Report scores to Moreland (code 5951) and DC OSSE (code 7076), but DC requires the PDF from your ETS account to be submitted when you apply. Please refer to the Praxis guide on the DC OSSE website or the ETS website for the most up-to-date exam codes.
You may take these exams before completing the program — you do not need to wait.

Exam 1: Content Knowledge (Align to Module 8 subject area)
- The Content Knowledge exam must be passed before Module 7

Exam 2: Pedagogy / PLT (Align to clinical grade level)
- *Exam 3: CORE Basic Skills (Reading, Writing, Math)

*Exam 3 exemptions: Undergrad GPA ≥ 3.0 on bachelor's transcript (graduate GPA does not qualify). Qualifying ACT, SAT, or GRE composite scores may exempt one or more sections.

No SSN? You do not need an SSN to take Praxis exams. Leave the field blank or enter 9 zeros.
Complete the FBI Background Check
US-based candidates:

Use a channeler agency or get fingerprints taken at a participating USPS location. Moreland recommends completing this during Modules 4–8 if you plan to apply for a DC license immediately after completing the program. The report is valid for 12 months.
International candidates:

Go through the FBI online pathway to apply and pay online. Request a digital report.

Print the FD-1164 fingerprint card on thick white paper stock.

Get fingerprints taken at a police station (or embassy/post office). If Live Scan is available, have them print the scanned page.

Leave the SSN box blank if you don't have one. Do not use your ECIS number.

Mail the fingerprint form, application, and payment form to the FBI address below.

The report will state "not for licensure or employment" — this is expected. You are sending it to yourself, not directly to DC OSSE.
Obtain the Signed F-1 In-State Program Completion Verification Form
The F-1 ("In-State Approved Program Completer Verification Form") confirms you completed an approved program. Check your platform file box — it may already be there under Completion Documents.
No US SSN? You need an ECIS number instead.

Need a new ECIS number? Complete the Request for ECIS V3.0 Number form. You will receive the number by email. Send your 999-number to your Program Advisor.
Apply on the DC OSSE Website
Important: Do not create an application until all required documents are ready.
Register on the ECIS portal, create your application, complete all sections, upload documents, then click Add to Cart and Submit.

In the Education section, add both your bachelor's transcripts (or evaluation) and the Moreland transcript. For the Testing section, upload scores under the "in-state" category individually. You may only apply for one subject area on the Standard License. To add a second area, apply for an endorsement as a separate application in ECIS (select license type "endorsement").
Notes and Tips

Don't create your application until every document is in hand — submitting incomplete applications causes delays.
- Start the process of completing your exams and FBI background check while you're in the program.
- SpEd & ECE candidates: Anyone newly enrolling in Special Education (Non-Categorical PreK-12) or Early Childhood Education (PreK-3) must also enroll in the corresponding Moreland M.Ed. program. This does not apply to DC endorsements.
