Moreland University: West Virginia Certification Guide

In this article, we will review the licensure requirements for West Virginia, which issues a WV Teaching Certificate through WVDE. Requirements include a minimum 2.5 GPA, Praxis exams, a WV-specific background check (initiated after WVDE receives your application), and Form 20B completed jointly by you and Moreland. Clinical practice requires at least 125 hours of field experience.

Items Needed for Application 

  • Official Bachelor's Transcript (min 2.5 GPA)

  • Transcript Evaluation (international degrees)

  • Official Moreland Transcript (via Parchment)

  • WV Background Check Report

  • Praxis Exam Scores (or proof of exemption)

  • Form 20B — Program Verification Form

Transcripts

Provide an official bachelor's transcript — a minimum 2.5 cumulative GPA is required. For international degrees, provide a NACES-approved evaluation report. Your bachelor's transcripts should already be on your Moreland platform. Order your official Moreland transcript via Parchment.

Pass the Praxis Exams (WV Testing Directory)

  • Exam 1

    • Content Knowledge (Align to Module 8 subject area)

    • Must be passed before Module 7
  • Exam 2

    • PLT — Principles of Learning & Teaching (Align to clinical grade level)

  • Exam 3

    • CORE Basic Skills

      • Reading, Writing, Math

Elementary K-6 (enrolled on/after 7/1/24): You must pass both Praxis 5622 (PLT) and Praxis 5205: Teaching Reading Elementary Education, OR meet an exemption from the WV Licensure Testing Directory

WV requires the PDF from your ETS account. Report scores to Moreland University as well.

Submit Your Application to WVDE

Apply through the WVDE Application Payment system. Follow the application instructions on the WVDE website.

Complete the WV Background Check

Timing: The background check process does not begin until after WVDE receives your application. Once received, WVDE will send you a code and instructions to complete the WV-specific background check.

Complete & Submit Form 20B (Program Verification)

Upon completing the program, fill out Parts 1–4 of Form 20B. Send the completed form to your Moreland Program Advisor along with your Praxis score reports. Moreland will complete the remaining sections and return the form for your application.

Notes and Tips

  • Don't wait to submit your application — the WV background check process doesn't start until after WVDE receives it.

  • Fill out Parts 1–4 of Form 20B yourself, then send it to your Moreland Program Advisor along with Praxis score reports — Moreland completes the rest.
