Gather & Submit Transcripts
Provide an official bachelor's transcript (US) or NACES-approved evaluation for foreign degrees. Transcripts must be submitted by one of the following methods:

Via Parchment (send directly to MD's TEACH portal)

Electronically to certificationtranscripts.msde@maryland.gov from an e-transcript service

Mailed directly from the institution to MSDE in a sealed mailer:

Reading & Writing — or GPA ≥ 3.0 on most recent degree

Reading instruction assessment required for candidates applying in early childhood, elementary, generic special education (any grade band), or ESOL licensure areas.
MD requires the PDF from your ETS account. Follow instructions from your district — they will confirm exactly what is needed. Report scores to Moreland University as well.
Apply to the Maryland State Department of Education
Follow the application instructions on the MSDE website.

If fully employed with a MD local school district, nonpublic SpEd program, or state-operated school — work directly with your employer.

If you are a substitute in your district — apply directly to MD DOE as an out-of-state applicant. You do not need a DC license first.

Special provision for elementary, early childhood, SpEd, and ESOL areas: you must submit a passing score on a reading-instruction test OR provide an attestation of proficiency through observation by a Department-recognized assessor.

If you're fully employed by a Maryland school district, work through your employer rather than applying directly to MSDE.
