Moreland University: Georgia Certification Guide

In this article, we review the licensure process for the state of Georgia — Issues a Professional Teaching Certificate through the GaPSC. Moreland is accepted (though not a formally approved EPP), and candidates are entered into the TPMS system at enrollment. The Ethics Exam (GACE 351) and a Pre-Service Certificate must be obtained before starting Module 7.

Items Needed for Application

  • Program completion in TPMS (GaPSC system)

  • Pre-Service Certificate, Waiver, Permit or Provisional (before clinical)

  • Georgia Educator Ethics Exam / GACE 351 (before clinical)

  • GACE Subject Exam (attempt before Module 7)

  • Literacy Assessment (before completion; for candidates in modules on/after 6/1/25)

  • Official Moreland Transcript via Parchment — send to mail@gapsc.com

  • $20 processing fee via MyPSC

Although Moreland is not an approved EPP in Georgia, it is an accepted program. Your information is entered into the GaPSC TPMS upon enrollment. Clinical practice is 14 weeks (Modules 7 & 8), meeting GaPSC's minimum of 560 hours. If you complete your clinical outside Georgia, you apply through the paper process rather than TPMS.

Claim Your Program in MyPSC

After Moreland enters your enrollment into the TPMS, you will receive an email asking you to verify this enrollment.

Log in to your MyPSC account and go to the Claim Preparation Program. Select Teach-Now from the Program Provider list, enter your Student ID, and click Submit. Once confirmed, you can view all assessments aligned to your program and your eligibility for each.

Pass the Ethics Exam & Apply for the Pre-Service Certificate
You cannot start Module 7 without both the Ethics exam AND the Pre-Service Certificate (or aligned Provisional, Waiver Certificate, or Permit). You will be paused in the program if these are not on file.

  • Ethics Exam (GACE 351):

    • In your MyPSC Assessments tab, click Add Assessment → select Reason #4 → choose "Georgia Educator Ethics (351)" → click Add → click Finish → scroll down to verify it is in your Active Eligible Test list → select Click to Register. If you previously took the old "Entry" test but not the exit or 351, you must still take 351.

  • Pre-Service Certificate Application:

    • Confirm your ethics exam is on file

    • Answer personal affirmation questions in MyPSC

    • Complete the Verification of Lawful Presence (VLP) form and get it notarized

    • Scan the VLP + your ID into one PDF

    • Apply from the Applications tab in MyPSC

Complete Program & Apply for Georgia Certification

To be marked complete, you need:

    • All submitted assignments and final Module 8 score

    • Signed Verification of Clinical Practice (VoCP)

    • All payments submitted

    • Ethics exam 351

    • GACE subject exam (matching your clinical subject area)

    • Literacy assessment (see below — required for 6/1/25 start dates and after)

Once marked complete, Moreland's certification team finalizes your TPMS enrollment. Order your official Moreland transcript via Parchment and send it to mail@gapsc.com. Then, in your MyPSC account, create a separate application and apply for the credential you are approved for as an out-of-state program candidate.

Georgia Literacy Assessment Requirement (began modules on/after 6/1/25)

Candidates who began the program on or after June 1, 2025, must take the appropriate literacy assessment before program completion and pass it to obtain GA certification. Add the exam to your MyPSC Assessments tab using Reason #6.

  • Application of the Science of Reading — Birth through Kindergarten, Elementary Ed (P-5), SpEd (P-12) General Curriculum, Adapted Curriculum

  • Fundamentals of the Science of Reading — Middle Grades (4-8), Secondary (6-12), P-12 fields (Art, Computer Science, ESOL, Health/PE, World Languages, etc)

Steps to add:

  1. Assessments tab → Add Assessment

  2. Select Reason #6

  3. Find and click the correct literacy test → ADD

  4. Type YES to confirm → FINISH

  5. Wait for status to show Eligible

  6. Register at gace.ets.org using your MyPSC ID.

Notes and Tips:

  • You cannot begin clinical practice (Modules 7 and 8) without the Ethics exam AND Pre-Service Certificate — prioritize both early.

  • Claim your program in MyPSC immediately after enrollment to track assessment eligibility.

  • If you began the program on or after June 1, 2025, add the correct literacy assessment using Reason #6 in your MyPSC Assessments tab.
