Moreland University: Florida Certification Guide
In this article we cover the licensure requirements for Florida which Issues a Florida Professional Certificate through FLDOE. Candidates must pass three FTCE exams (Subject Area, General Knowledge, and Professional Education) and have Moreland mail the CT-133 form directly to FLDOE. Proof of one year of Florida teaching employment is also required.

Transcripts
Your bachelor's transcript should already be in the FLDOE system and on your Moreland platform. For international degrees, a NACES-approved evaluation is required.
Order your Moreland transcript through Parchment. If Moreland's M.Ed. is being used to satisfy the General Knowledge (GK) exam requirement, FLDOE must receive the transcript before Moreland mails the CT-133. Please select the mailing option in the transcript request. The Certificate Program standalone transcript is not required, but you can order one for your records.
Pass All Certification Exams (FTCE)
Three exams are required. Scores are automatically sent to FLDOE; you must also send the FLDOE passing score report to your Program Advisor. This is needed in order for Moreland University to send your CT-133.

General Knowledge (GK)
- GK exam exemptions:
- Master's degree in any subject. Moreland candidates may complete Moreland's M.Ed. to qualify for this exemption.
- Failed ≥1 GK section + 3 subsequent years of Effective/Highly Effective evaluations.
- Qualifying ACT, SAT, CLT, or GRE scores earned within the past 10 years.

Professional Education
- Professional Ed exam exemption: Highly Effective summative evaluation (including the student score component), in the year preceding the application for Professional Licensing.

CT-133 Form — Completed by Moreland
Upon program completion, Moreland's Certification team completes the CT-133 (Verification of Approved Post-Secondary Educator Preparation Institute) and mails it directly to FLDOE. Moreland cannot sign it until they have of proof of passing test scores or waiver documentation. A scanned copy will be uploaded to your Moreland platform.

Apply on the FL DOE website. The application page has video instructions — review them carefully. Your full application includes:

Notes and Tips:

Moreland cannot sign the CT-133 until they have proof of your application and test scores, so complete those steps first.

Check your eligibility for GK and Subject Area exam exemptions (Master's degree, qualifying GRE/SAT/ACT scores, or teaching evaluations) before scheduling exams you may not need.
