How to Get an ECIS Number for DC OSSE Credential Application
This article explains what non‑U.S. citizens should do when they do not have a U.S. Social Security Number (SSN) or an IRS Individual Taxpayer Identification Number (ITIN) for completing the DC OSSE educator credential application.
When to use an ECIS number
- If you are not a U.S. citizen and do not have a U.S. SSN or ITIN, you must use an ECIS number in place of the SSN/ITIN when completing the DC OSSE online application.
- If you already have an ECIS number (999 number), use that existing number and do not request a new one.
How to obtain an ECIS number (ECIS V3.0)
- Go to the ECIS system landing page to create a DC OSSE account and register: https://ecis.osse.dc.gov/landing
- If you do not have an ECIS number, complete the ECIS V3.0 request form. The request form asks six short questions; after you submit it, OSSE will email you a unique ECIS number.
- After you receive your ECIS number by email, use that number in place of the SSN/ITIN on the online application.
- Send your ECIS number to your Program Advisor so they can sign your Program Completion Verification Form (F-1), which is required for your application.
Preparing before creating an application account
- Assemble all required documents and materials first (for example: PDFs of required documents, scores, background check, program completion documents, transcripts).
- Do not create an account or submit an application until you have all required items and are 100% ready to apply.

Troubleshooting and tips
- If you cannot remember your existing ECIS number, reach out to the appropriate OSSE support contact or your Program Advisor to locate your previous ECIS number.
- After submitting the ECIS request form, monitor your email for the message containing your ECIS number and check your spam/junk folders if you do not see it.
- Do not request a new ECIS number if you already have one; always use the existing ECIS number on your application.
